According to Montreux, the basic fee has been updated for the taxes and fees to be collected from the ships passing through the Turkish Straits without a call.
To be implemented from October 7
The Ministry of Transport and Infrastructure announced that an update was made on the taxes and fees to be collected from the ships passing through the Turkish Straits without a call. The fee was updated to 4.08 dollars to be implemented as of October 7, which was determined as 0.8063 dollars after the regulations were made in 1983.
Article 2 of the Montreux Straits Convention regulates the taxes and fees to be collected from ships that will pass through the Turkish Straits without a call. Accordingly, the ships that will pass through the Turkish Straits without a call are charged three items: health inspection service, lighthouse service, and rescue service. In the calculation of these fees, the “Golden Franc” unit specified in the 1936 Montreux Convention provisions should be taken as a basis.
It will be implemented regardless of the flag.
In addition, Annex-1 of the Convention includes the provision “The reductions in these taxes and fees accepted by the Turkish Government will be implemented regardless of the flags”.
With the decision taken by Türkiye in 1983, a 75 percent discount was made on wages based on the discount authority given to the Turkish Government, and the discounted “Golden Franc” value determined on that day was used until 2022.
In the intervening time, there has been no update regarding the discounted “Golden Franc” value. It was decided to update the “Golden Franc” value, which will be the basis for the health inspection service, lighthouse service, and rescue service fees to be paid by the ships passing through the Turkish Straits.
It will be updated by the Ministry of Transport every year at the end of June.
Accordingly, the value determined as “1 Golden Franc at a discount: 0.8063 US Dollars” in 1983 was updated to 4.08 dollars in 2022, to be implemented as of October 7th.
In this context, the lighthouse service and rescue service fees, which are currently being taken from the ships that pass without a call, have been increased by 5 times. From now on, the value of the “Golden Franc” will be updated by the Ministry of Transport every year at the end of June.
